Ottichilo Moves to Boost Digitization in Revenue Management, Signs MoU with Safaricom

County Government of Vihiga has taken a significant step towards digital transformation following the signing of a Memorandum of Understanding (MOU) with Safaricom Private Limited Company (PLC).

Held on 23/05/2023 at the County headquarters boardroom, the event was presided over by Governor Wilber Ottichilo alongside his Deputy Governor Wilberforce Kitiezo, representatives from Safaricom and officers from Revtech Innovation Limited and Ramani Geosystems.

The MoU outlines the county’s digital strategy as stipulated in the devolved governance framework.

Key concerns discussed include;
✅Revenue Management approaches
✅ Establishment of a legal framework, policies, and streamlined processes and
✅ Implementation of Geographical Information System (GIS) data collection and automation.

The strategy will also synergize with the county’s revenue management system.

Additionally, the introduction of a self-service portal will allow the public to conveniently access various revenue-related services such as parking permits and trade licenses.

A personalized portal for the Governor will be established to provide comprehensive insights into revenue generation, expenditure breakdowns, and revenue collection mapping, facilitating effective oversight.

In his remarks, Governor Wilber Otichilo expressed his administration’s unwavering commitment to digitization, emphasizing on leveraging digital platforms for progress in line with his 2022-2027 manifesto.

He highlighted the county’s preparedness to adopt transformative technologies, stressing on the need for secure internet connectivity and communication infrastructure, the installation of security cameras in local markets, enhanced digital participation and engagement and efficient management of the county fleet.

As part of the collaboration, Safaricom will unveil a county-specific application that aims to promote tourism and facilitate public participation on various issues.

The partnership also signifies a significant advancement, as technology continues to play a vital role in simplifying operations and enabling efficient governance.

The MoU marks a crucial milestone in the county’s journey towards digital transformation by leveraging technological innovations such as self-service portals, revenue mapping and digital engagement platforms.
